Minnesota has taken an important step toward regulating the massage and bodywork professions. House File 3825 (page 17) was enacted, creating an optional registration for massage and Asian bodywork therapists. While this is not mandatory licensure (ABMP’s preferred regulatory model), it advances the profession forward by establishing clearer standards and introducing state-level oversight.
The optional registration will take effect July 1, 2028. ABMP will keep you informed as more details become available.
Plan Ahead and Prepare to Register
ABMP strongly encourages you to apply for registration when it becomes available. Early registrants will signal a commitment to professionalism and high standards. The new registration can:
- Enhance the credibility of your practice
- Distinguish you as a qualified provider
- Increase client trust and confidence
- Allow you to legally use the titles Registered Massage Therapist (RMT) or Registered Asian Bodywork Therapist (RABT)
- Offer you an easier transition if Minnesota adopts licensure in the future
Defining Massage and Asian Bodywork Therapy

What Are Registration Qualifications?
To qualify for registration, practitioners must submit:
- A completed application and fee
- A list of professional credentials
- A state and national criminal history background check
- Disclosure of any prior license denials or disciplinary actions
- Proof of current liability insurance
- Proof of education
- Before July 1, 2031: Completion of a qualifying postsecondary program. Certain subject areas must be met—massage applicants view page 23, Asian bodywork applicants view page 24.
- After July 1, 2031: Completion of a program with at least 625 hours of training.
